[IPV6] ROUTE: Unify RT6_F_xxx and RT6_SELECT_F_xxx flags
Unify RT6_F_xxx and RT6_SELECT_F_xxx flags into
RT6_LOOKUP_F_xxx flags, and put them into ip6_route.h
