[PATCH] sched: remove lb_stopbalance counter
Remove scheduler stats lb_stopbalance counter. This counter can be
calculated by: lb_balanced - lb_nobusyg - lb_nobusyq. There is no need to
create gazillion counters while we can derive the value.
