Fix the following sparse warnings in PCIe: drivers/pci/pcie/aer/aerdrv.c:86:6: warning: symbol 'pci_no_aer' was not declared. Should it be static? drivers/pci/pcie/portdrv_bus.c:21:17: warning: symbol 'pcie_port_bus_type' was not declared. Should it be static?
